Department of Health & Social Care Wins Public Sector Promoter/Procurer of the YearCentre of Best Practice (CoBP) Survey Guidance Wins Prestigious Partnerships Award
The Department of Health & Social Care’s (DHSC) radical and forward-thinking approach to partnering was recognised at the Partnership’s Bulletin’s prestigious Partnerships Awards that celebrates excellence in the public-private industry.
DHSC was awarded the Public Sector Promoter/Procurer of the Year award for leading, alongside private sector partners, the development and roll out of an ambitious programme of surveys across NHS PFI projects. This has led the way for the industry to focus on the compliance of hospitals, supporting Project resets and preparation for handback of hospitals to NHS Trusts. To date the CoBP Survey Guidance has been actively deployed on 34 hospitals, resulting in the identification of over £140m of defects and backlog maintenance, making a major contribution to patient and staff safety. Mobilisation of the guidance is currently underway on an additional 25 hospitals, making it currently the most ambitious programme of work undertaken by the public sector on PFI or PPP projects.
The project included the development of a comprehensive scope of services and appointment documents for surveyors and fire safety engineers, combined with an equitable transaction structure that balances the needs of the public and private sector to promote collaborative working.
To achieve this DHSC has spearheaded a radical and forward-thinking approach to partnering in this area with private sector sponsors, FM contractors and senior lenders, offering a period of relief from the payment mechanism for companies that actively engage in the process. This has put into practice a number of the recommendations of the White Fraiser Report, published in 2023.
